Summary:
The Director of Human Resources provides operational and consultive human resources services to the staff and management team.
Manages and directs the human resources strategy of the organization and establishes and maintains effective partnering relationships with departments to ensure their goals and objectives related to human resources are achieved.
This includes direct responsibility for administration and coordination of talent acquisition and development, employee benefit plans, the performance evaluation system, providing counsel and advice to senior leadership, employment law compliance, and employee relations matters.
Assists senior management with special projects and any additional duties as may be assigned.
Essential Job Functions:
Establishes and maintains effective working relationships with department leadership; serves as liaison for all human resource needs and as a resource for employees regarding employment and employee relations issues.
Maintains current knowledge of Federal and State employment law and regulatory requirements; advises management and makes recommendations as appropriate to ensure compliance.
Serves as consultant and mediator for management and staff on issues related to policy, procedure, interpretations, and application; actively participates in finding resolutions to actual or potential employee relations issues.
Ensures that all compliance requirements are met and that candidates are properly cleared prior to beginning employment.
Responsible for the HRIS system; ensures that the system maintains all relevant employment documentation and that data integrity is maintained.
Creates and runs HR reports as necessary.
Ensures that all required documentation for Background checks, Driver's Licenses, Medical Information and Motor Vehicle Abstracts are kept current and recorded in the HRIS and maintained in the personnel files.
Maintains and updates the employee handbook and Human Resources Policies and Procedures as needed.
Maintains any and all employment contracts and/or agreements.
Maintains and/or updates job descriptions for all positions as needed and ensures appropriate classifications under the Fair Labor Standards Act.
Provide counsel and recommendations to supervisors and directors on all personnel matters, including employee complaints, performance management issues and disciplinary matters.
Handles internal investigations for sensitive employee relations matters, including claims of harassment, discrimination, or other complaints.
Conducts exit interviews and monitors employee retention and turnover trends.
Maintains open lines of communication with other departments on employee-related issues and needs relevant to the talent management function.
Prepares documents necessary to respond to employee complaints as well as unemployment claims and legal matters; acts as liaison to legal counsel for employment law matters.
Ensure compliance with federal and state statutes and laws including but not limited to the ACA, FMLA, NJFLA, ADA, EEO, NJLAD, OSHA, and Worker's Compensation.
Oversees employee benefits program and works with the Broker of Record to obtain the best possible outcomes for employees and the Agency; manages the Health, Dental, Vision, 403(b) Retirement Plan and COBRA notifications for employees, including all employee communications.
Manages the annual open enrollment process for health and welfare plans; communicate plan changes/comparisons in order to assist employees in making the best choices for their health and well-being.
Manages the Worker's Compensation program and related claims as necessary.
Participates in the Agency new hire orientation program.
Provides training on various HR topics including the interview process, employee coaching and supervision, and the performance appraisal process.
Manages the employee separation process for both voluntary and involuntary terminations.
Develops the compensation plan and a strategy to maintain internal equity and external competitiveness; analyzes trends in compensation and benefits; research and proposes competitive pay programs to ensure the organization attracts and retains top talent.
Enusres secure and confidential personnel files; performs ongoing auditing of personnel files to meet all statutory and DDD regulatory requirements.
Attends leadership and other management meetings as required.
Performs all other related duties as assigned.
Minimum Requirements:
Bachelor's degree in Human Resources Management from an accredited college or university, Master's degree preferred.
Minimum of 7-10 years of professional experience with at least 3 years as an HR Manager or Director.
Professional Certification (PHR or SPHR, SHRM-CP or SCP) preferred.
Strong business acumen and understanding of strategic human resources.
Broad knowledge of state and federal employment laws and regulations.
Ability to manage through conflict in legal and/or complex compliance scenarios.
Working knowledge of Microsoft office suite and HRIS systems.
Proven leadership skills in communication, strategic planning and operational execution.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
